Progress continues on the RSF Connect high-speed internet project. The Association has received County of San Diego approval on two of four phases of the plans that detail the underground path of the conduit pipes that will house the fiber-optic network. The final two phases are currently under review by the County.
The Association is in final discussions with an internet service provider (ISP), which will provide 1-Gigabit service to homes in the community. The Technology Committee has recommended approval of an agreement with the ISP to the Audit / Finance Committee and the Board of Directors. An announcement about the ISP is expected to be made in early April.
Beware of Phishing Scams
A member contacted RSF Patrol regarding a flyer soliciting "donations to the RSF Patrol and local law enforcement." Please note that the RSF Patrol does not solicit for donations, and these flyers may potentially be related to phishing scams.
The Board of Directors granted permission at the February 2, 2023, Board Meeting for a palm weevil pheromone trapping study in select areas of Association-managed properties, roadsides and trails.
Palm Weevil Expert Proposes Treatment Plan
A community forum on palm weevils was held January 25, 2023, at the Ranch Clubhouse to address the increasing weevil impact on palm trees in Rancho Santa Fe and Southern California. About 150 guests attended the meeting hosted by the RSF Association and Forest Health & Preservation Committee.

Help Mitigate the Spread of Palm Weevils
Palm weevils are an invasive palm-eating species plaguing the area. They attack mainly Canary Island Palms and will infest others. These trees will often need to be removed once infested, and it is important to identify symptoms early on to stop the spread.
RSF FireWatch earns County Kudos
RSF Association was recognized for its FireWatch program through a Proclamation from San Diego County Supervisor Terra Lawson-Remer. The Proclamation dedicates December 7 as a day of recognition for the RSF Association in the County of San Diego for "outstanding commitment to the wellbeing of our environment."
Safety Updates & Info Shared at Meeting
The RSF Association and its Patrol team hosted law enforcement officers from the Sheriff's Department North Coastal Station and the California Highway Patrol at a community coffee and question-and-answer session on November 15, 2022, on the Association patio. Hot topics included burglaries, traffic speeds and e-bikes.
Trail Maintenance
Nearly every day, RSF Association crews are active maintaining and repairing trails for member use and enjoyment. Work is especially active in spring with staff repairing areas damaged by storms, building drainage culverts, clearing fallen branches and trees, trimming overgrown brush, and spreading mulch and wood chips.

RSF Tennis Club Facilities Awarded

Amigos de Osuna strives to preserve and restore the Osuna Adobe. Tax deductible donations can be made and directed to the Osuna Ranch through the Rancho Santa Fe Foundation.
It seeks public and private funding to rehabilitate and maintain the historic Adobe structure and grounds. Funds also provide the development of a docent program and further educational outreach based on the historical interpretation of the site for the Rancho Santa Fe community.

County Approves RSF Connect Conduit Plans
The first phase of conduit plans were approved this week by the County of San Diego, marking a major milestone in the RSF Connect high-speed internet project. Phase two conduit plans were submitted today to the County for approval, and the final phase will be submitted next week. The design for the fiber-optics, which will go inside the conduit, is nearly complete as well.

Final Phases of Fiber Plans Submitted to County
This week, the final three portions of the conduit plan were submitted to the County of San Diego for review. The ISP agreement has been reviewed by the Association and will be presented to the Audit / Finance Committee and Board of Directors later this month for final approval. FireWatch is a wildfire risk mitigation program that uses aerial imaging to create defensible space maps for landowners. The images show both healthy vegetation and dead or dying plants that present a fire hazard. The maps enable property owners and the Rancho Santa Fe Association to address vulnerabilities and create defensible space around their homes before a wildfire outbreak.

RSF Association is working in collaboration with the RSF Fire Protection District (RSFFPD) to assist Association members in ensuring their home is protected and fire fuels are identified for removal.
Why do We Need FireWatch?
California has seasonal wildfires every year because of its climate and location. In recent years, the wildfires have increased in intensity and frequency. With this comes increased loss of life and economic impact. The single greatest predictor of fire destruction is vegetative fuel in the proximity of a structure, and the most important wildfire defense available to homeowners is managing the vegetation on their own properties. The more individuals that proactively monitor and manage their vegetation, the safer a community as a whole will be from the devastating effects of fire. FireWatch provides aerial analysis of vegetative fuel and provides members valuable data to mitigate the fire risk on their properties much more effectively than from the ground level. Non-compliance with defensible space regulations is widespread and more legislation has been passed recently to combat the risk this presents. It is up to everyone to protect our lives, livelihoods and properties.

The community of Rancho Santa Fe is attractive and desirable in large part due to the Protective Covenant, an agreement among property owners to preserve the character of the community and uphold the quality of future architecture. The Covenant Design Review Committee (CDRC) reviews development and building applications to ensure that new projects maintain the “high artistic result” described in the original 1928 Covenant.

Historical Designation
The Rancho Santa Fe Association announced in July, 2017, the Juan Maria Osuna Adobe was placed on the National Register of Historic Places. As a result of being placed on the National Register, it has also been listed on the California Register of Historical Resources, pursuant to Section 4851(a)(2) of the Public Resources Code.

RANCH HISTORY
1800
In the early 1830s, Librado Silva obtained a provisional land grant from the Manuel Victoria, Governor of Alta California. It was a common requirement of land grants to construct a home on the property. The Adobe was constructed in approximately 1831 by the Silva family.
Juan Osuna was one of the San Diegans who participated in the revolt that helped capture the Presidio at San Diego. Juan Osuna received a provisional grant for the property in 1833. In 1835 Juan Osuna acquired the property as a part of the 8,824-acre San Dieguito Land Grant. Shortly after the Adobe was built, there was a revolt against Governor Victoria. Juan Osuna took possession of the ranch and had a second, larger Adobe built down the road, which later became known as Osuna 2.
Juan Osuna moved into Osuna 2, while his son Leandro moved into the older adobe located on Osuna Ranch. During the Mexican American War, the Osuna Adobe was used as the headquarters for the Californios before the Battle of San Pasqual.
Juan Osuna died in 1851 and was buried in Old Town, where his grave can be seen today. Leandro Osuna died in 1859 after a prolonged illness. The Osuna family continued to live at Osuna Ranch, but had to prove the legality of their land claim to the new American authorities. In 1871 official recognition of the land title was granted to Juan Maria Osuna’s widow Juliana, who died later that year. The Adobe was occupied by members of Juan Osuna’s family for several decades until 1906, when the property was acquired by the Santa Fe Land Improvement Company.
1900
In 1924 noted architect Lillian Rice rehabilitated the Adobe, which had fallen into a state of disrepair. Currently, portions of the original Adobe structure in addition to some of the modification from the 1920s remain intact.
On March 21, 1938, Osuna Ranch was annexed into the of Covenant of Rancho Santa Fe with a condition allowing 25 horses and other livestock on property.
2000
Ownership of the property has changed several times over the years, but the horse training, and boarding uses that were originally allowed in 1938 have continued to this day. In 2006 the Association purchased the property with the intent to preserve the historic Adobe and maintain its equestrian operations.
The primary use for Osuna Ranch is horse boarding and training. The equestrian operations utilize existing structures and facilities including barns, stables, storage sheds, arenas, paddocks and pastures. The Association plans to continue to preserve the existing Adobe and surrounding land. The existence of the Adobe was a significant factor in the Association’s decision to purchase the Ranch.

President Fred Wasserman indicates the Board's commitment to a fiber-optic network in the Covenant, and provides an update of recent events.
Osuna Ranch is an historic 25-acre property purchased by RSF Association in 2006. Association members and their guests may enjoy miles of walking paths, expansive grass pastures and equestrian boarding. At any given time, the stables house nearly 50 horses with many of them being show horses or jumpers that have trained at Hap Hansen Stables, a world premier horse training facility.
The Rancho Santa Fe Association Code Enforcement Department responds to member complaints and referrals for investigation/compliance within the Covenant boundaries. Staff conducts field inspections, prepares written notices/orders for code compliance, verifies compliance measures and prepares reports and requests for action by nuisance abatement.
The Rancho Santa Fe Patrol was founded by the Rancho Santa Fe Association in 1976 as a replacement for the County Deputy position that was eliminated by the Sheriff. RSF Patrol is designed to function as a security service for the RSF Association membership.
Over the past 42 years, RSF Patrol has responded to thousands of calls and assisted Covenant residents with a variety of issues. Patrol provides coverage 24-hours a day, seven days a week. The Patrol office is located at 16936 El Fuego and is dispatched from a joint powers dispatch agency. The Rancho Santa Fe Patrol is not affiliated with any other security service or alarm company.
The Patrol works very closely with the Sheriff's Department and the California Highway Patrol. Over the past 38 years the working relationship has fine-tuned it's procedures and policies. In 1997, the California Highway Patrol and the San Diego Sheriff's Department established a "storefront" within the Patrol office.

Planned Power Outages
During weather that could damage power circuits and lines,
SDG&E will monitor their circuits and shut off power to avoid lines and
equipment starting fires. Unfortunately when they do this, us and the
Fire Department do not receive information on when power could be restored.
Here are two links that you can access on your phone that may be
of help:
The Outage Map is probably the most helpful. On the shutoff
page, they have information on the process and FAQ's that may help answer your
questions.
Once power is cut off- due to a planned or unplanned outage, they
cannot turn the power back on until they inspect the line(s) that are in the
circuit. They don't want to energize a downed line they did not know
about. So that process takes time.... they patrol via foot, vehicle and
helicopter depending on the type and length of circuit involved. You can
imagine the work if the line is a few miles long......
We can't give accurate updates on this process, because we are not
involved and the process is dynamic. Usually we will have residents call
SDG&E directly or check the above web pages. SDG&E number:

Our advice is to have a plan if the power goes off. Be
prepared to use a generator, alternate cold storage, flashlights, etc. If
you use a generator, connect it to the device you wish to power.
Check with SDG&E about this prior to having to use it.
Your gate has to have battery backup- Fire Code requires
this. The battery will open the gate in a loss of power. All
gates have an alternate mechanical way to open the gate as well- look at
your instruction manual or ask your gate installer. Usually it is a lever
or bolt that can be moved to open the gate.

Osuna Ranch has 34 spacious and airy stalls located on the 25-acre Ranch. Stall sizes range from approximately 12′ x 12′, 12' x 20' stalls with in/out access to 16′ x 16′ stalls with in/out access and bedded with shavings. The equestrian facility is also equipped with 16 outside paddocks/corrals in various sizes.

SFID Suspends Water Allocations, Penalties
The Santa Fe Irrigation District suspended the emergency water allocation program and associated penalties. Level 3 water use restrictions and fines remain in place.
Ann Boon, a director of the Rancho Santa Fe Association tendered her resignation to the Board of Directors following the Board meeting on July 7. Her resignation is effective immediately.
Court Dismisses 8 Causes in Lawsuit
Eight of nine causes of action were dismissed by the court in a lawsuit filed against the RSF Association involving the Rancho Librado "step-down housing" development plan.
Bill Overton has resigned from his position as Manager of the Rancho Santa Fe Association for personal reasons.

Adobe Restoration
The Rancho Santa Fe Association remains committed to the restoration of the Osuna Adobe to its historic authenticity and to the preservation of the site for the education of Covenant generations to come. The goal of the Osuna Committee is, in part, to ensure that the Association's commitment to the community is met in a fiscally sound and historically responsible way.
